What is Missing Middle Housing?
This is a term that refers to a range of housing type that fit between houses and large apartment buildings, and includes duplexes, multiplexes, townhouses, and low-rise apartments.

Small-Scale Multi-Unit Housing (SSMUH) is part of BC’s Missing Middle Housing initiative, allowing homeowners to build multiple homes on a single residential lot—typically 4 to 6 units, depending on the lot size and municipal regulations.
Instead of traditional single-family zoning, SSMUH opens the door to duplexes, triplexes, fourplexes, and multiplexes in established neighbourhoods. These homes are designed to be ground-oriented, family-friendly, and compatible with the existing streetscape, giving homeowners and communities more flexible housing options.
Different cities in BC use different names, but they’re all talking about the same thing: Small-Scale Multi-Unit Housing (SSMUH)
New housing regulations across Vancouver, Burnaby, Coquitlam, Richmond and Surrey are opening the door to multi-unit developments on lots that were previously zoned for single-family homes.
Each municipality has its own rules around unit count, building height, setbacks, and parking—but the shift is clear: your lot could be underused.

As of mid-2025, over 364 applications have been submitted under the new multiplex zoning. According to City Duo, 82 development permits and 75 building permits have already been issued. That’s equivalent to 300+ new units, or 1–2 condo towers’ worth of multiplex housing coming online in the next 12–18 months.
Expect a range of $275–$400 per square foot depending on site conditions and finish level.
